I had to install an air conditioner myself and only expected to cool one bedroom, so I purchased the smallest AC I could find on the market. Purchased this little unit for a storage shed to keep cool in the summer, and take some humidity out also. Worked fine for two years until it didn't. But there are a couple other reasons too. First, it really depends on where in Europe you're talking about.
In the UK, Scandanavia, and other parts of northern Europe, it simply doesn't get as hot as frequently as it does in a lot of places in the US. One reason for this is that Europe is a lot farther north than people often imagine it is; Rome, for example, is actually further north than NYC. However, in lots of Europe it does get extremely uncomfortable especially in summer (Italy, Greece, Spain), and air conditioning is a lot more common in these places than somewhere like the UK or Denmark. In addition, the culture has adapted to this heat: there is the siesta in Spain and the riposino in Italy during the hottest part of the day, and in the case of Italy, much of the country basically heads for the hills or the sea (which are generally much cooler), for all of August; it's not unusual for businesses in the cities to simply close for the entire month. The final reason is the way things are built in many of these places. Buildings that are 100+ years old are a lot more common in Europe than they are in the US, and retrofitting these with air conditioning (even something like a window unit) can be a considerable challenge and the cost just can't be justified.

Written In the Deep South, you spend many months waiting for the fall morning when you don't hear the cicadas even before sunup.This year, that morning came Oct 16th.  (It has however come late as November some years.)The heat and particularly the humidity here are so pervasive that without air conditioning we would simply not be able to function like other regions throughout the year.  I am old enough to have attended school in non-airconditioned buildings, and Augusts were brutal.  I also remember when men still wore white suits and blue and white seersucker in summer to beat the heat.  The old public buildings and the houses were built to accommodate the weather at least.  They had hardwood floors, large windows (often French style), high ceilings, transoms and in some cases a central breezeway to improve ventilation.  
You can see a transom in the picture below.  It's a small window mounted above an interior door, and a real transom opens to allow light and breeze to circulate through the house.In addition to this houses for the very wealthy had balconies and wraparound porches so you could enjoy the breeze from outside.  The kitchen was often housed in a different building and in some of the plantations the family lived on the second floor all summer to avoid the heat and the insects as much as possible... and they still had to repaper all the walls every year.Meadowlawn Plantation house, Lowndesboro AL built ca. 1853If you don't have an AC in a modern Southern house lacking these features, it will get black mold quickly and rot from the inside out.  The AC doesn't just cool the house-- it removes some of the humidity in the house.  Also even screening your windows will not keep the cockroaches out.  And we have fliers here, not just the crawling kind.If you don't have an AC in your car, your cloth seats will probably be, well, unpleasant after a few summers.
