thin window air conditioning units

I'm trying to put air conditioning in my master bedroom. It has a loft and hence high ceiling with around 500 sq ft + 350 (loft). It is also on the third floor which is pretty high. As far as I can tell there are 3 options. split a/c, portable unit and window a/c. Split a/c is expensive and portable units probably not good enough/reliable etc. so I'm leaning towards window a/c. Anyway, this is just a background story to what I'm trying to ask. I happen to see this on my neighbor's window which looks like a window a/c unit. It seems pretty thin but I'm unable to find anything like that anywhere. Could anyone tell me from the picture below if this is a window a/c unit and if so, what could it be? Its at the bottom of the right window that doesn't extend outside much, almost the same level as that of the window. It's a vent for a portable air conditioning unit, and stop looking in my windows! 3 yrs. old and I'm dealing with a unit that is heavily contaminated with MOLD. I've owned many AC's and this is the first time this has happened. It is, as-advertised, much shorter than most a/c units. However, the vents point straight up (up the hot window) with very little wriggle room to direct the air flow into the... I love the low profile and slightly sleeker look, but I don't like how the controls are on the top of the unit. Our cats sit on top and press the buttons, changing the settings. Our handyman, a very clever fellow, figured out a way to fit this A/C into a narrow horizontal basement window. It's size and configuration make this air conditioner easy to install and uninstall. I don't use any brackets to hold it in place; just a jam to keep the top window in tightly down... It is not as big vertically but it sticks out into the room more which interferes with furniture more and it blows air straight up which sends the air behind my room-darkening...
