Ensure that the business and business records are available for inspection between the hours of 9 a.m. to 5 p.m. Ensure that Garage Liability ($50,000 minimum coverage) and Garage Keepers Insurance (any amount) coverage is valid and current. Ensure that the specialized equipment specified for each repair category offered or performed by the MVR business is obtained and maintained. Performing repairs without prior approval from a customer is prohibited. Insurance estimates do not preclude a MVR business' requirement to obtain a customer's authorization prior to the commencement of repairs. Storage charges shall not be assessed against a customer unless: The storage charges were disclosed on the written estimate prior to the customer's approval of the repair work. The vehicle has been completed according to the estimate/work order for repairs. The customer has been notified that the repair work has been completed as per the agreed-upon estimate. 72 hours have lapsed from the day that the customer was notified.
Certified Mechanic, Paint/Body Technician, & Apprentice Regulations Individuals performing motor vehicle repairs on behalf of a registered MVR business must also register with RER as either a certified or apprentice mechanic/technician.  Mechanics must take a test to demonstrate competency and must take 16 hours of continuing education every year. Apprentices must work under the supervision of a certified mechanic. In the event of a change in ownership of a motor vehicle repair facility, a new application and fee is required. Corporations that have a change of 10 percent or more of its ownership shall notify the Department of Regulatory and Economic Resources (RER) of the change no later than 30 days after the date of the change. Changes in any material aspect of the motor vehicle repair facility shall be provided to the Department of Regulatory and Economic Resources in writing along with proof of the change and the required fee, if replacement of the registration is required, within 30 days of the change.

Any person unable to obtain certification as a specialty or master mechanic, motor vehicle body repair technician, or motor vehicle paint technician who desires on-the-job training in Miami-Dade County can apply in person Monday through Friday (except holidays) 8 a.m. to 3:30 p.m. or by mail. Submit the Completed Motor Vehicle Repair Apprentice/Mechanic Permit Application If the application process is not completed within 60 days from the date that the application was filed with the Regulatory and Economic Resources Department, the application will be considered abandoned and closed and a new application and fee will be required.
