Private sector lenders finance qualified improvements and property owners voluntarily agree to contractual assessments imposed on the property. PACE improvements generate positive cash flow with no out-of-pocket cost to the property owner. If the property is sold before the full amount is repaid, the repayment obligation automatically transfers to the next owner. PACE assessments complement Austin Energy incentive programs. Our Multifamily Rebates help you make energy efficiency improvements to your property that attract residents and reduce turnover. The kilowatt savings will be determined after the initial facility assessment. Improvements must benefit Austin Energy electric customers in multifamily properties. Rebates apply only to rental units in existing properties. They must be owned or managed by the same company or individual. Four or more rental units on one property A combination of contiguous duplex or triplex units You must be in compliance with the Energy Conservation Audit and Disclosure (ECAD) ordinance before receiving a rebate check. Commercial metered areas and common areas are eligible only for commercial rebates. HVAC rebates apply only to existing structures and require a minimum of four retrofits to qualify. Air conditioning work must be performed by any Texas Department of Licensing and Regulation or by the contractor’s designee. Any licensed on-property maintenance staff may obtain the permit and do the installation. You must replace both the condensing unit and evaporator coil.

Properly sized equipment is preferred, but not required. Rebates apply only to residential split-system or packaged units five tons or less in rental units only. New systems must be matched and listed on the CEE-AHRI HVAC Directory. New systems must be a minimum of 15 SEER/12.5 EER. Installed systems must pass current city energy code for system leakage. Existing systems may not be sold or reused. You must follow all current and applicable codes and guidelines for disposal. Rebates apply only to existing buildings. You must qualify for at least $200 in rebates for this offering. We must approve equipment or contractor changes to the original application. Work may be performed by qualified installers. Austin Energy will determine rebate eligibility by an on-site audit, information from our existing file for your property, or information from the ECAD audit report submitted by a qualified auditor. Work must meet all city, state, and federal codes and regulations.

Work must be installed to manufacturer’s instructions and specifications. Rebates cannot exceed 80% of the installed cost, including labor and materials. Work must pass final inspection by Austin Energy. Customer must provide verification of cleared permits, if necessary. You assign all rights to environmental attributes and credits resulting from energy savings to Austin Energy. This includes renewable energy and carbon offset credits. Comply with ECAD to Qualify for Rebate If your multifamily property is 10 years or older and located within the Austin city limits, you must be in compliance with the Energy Conservation Audit and Disclosure (ECAD) ordinance before receiving a rebate check. ECAD promotes energy efficiency by identifying potential energy savings for your property. Provide your contact information. An Austin Energy representative will contact you to schedule an initial facility assessment to determine rebate options and eligibility. Additionally, Austin Energy will: Assist you in completing your application and inform you of any documentation that may be required. Issue a Letter of Intent (LOI) with your rebate amount when your application is approved. You have 90 days from the date on the Letter of Intent, or 240 days for major renovations, for the installation to be completed. We may grant a 90-day extension in some circumstances. Ask your Austin Energy representative for more information. Contact us to schedule a final inspection. Please provide invoices including material and labor costs for work done by in-house staff. You must notify all residents at least 24 hours before the inspection. If the inspection fails, you have 15 days to fix any deficiencies. Contact us once the rework is complete. You will be required to show proof of Energy Conservation Audit and Disclosure (ECAD) ordinance compliance before we issue a rebate check.
